Michael Alvarez – Regional Manager, Cal/OSHA Consultation
Michael Alvarez is currently a Regional Manager responsible for the statewide Consultation On-Site Assistance Program (Technical Services which total eight offices) and other specialty units (Voluntary Protection Program, Research and Education Unit, and High Hazard Consultation). Mr. Alvarez is Vice President of the National OSHA Consultation Board which is involved in a host of developments for improving consultative techniques, services, and materials. He previously represented Region IX Western States as a Board member of the National OSHA Consultation Board and also managed Cal/OSHA’s Consultation Education and Research Unit which primarily developed Cal/OSHA health and safety educational materials and publications.

Bruce Anderson – Safety Center Incorporated
Bruce Anderson is Manager of Curriculum Development and Senior Staff Instructor for Safety Center Incorporated in Sacramento, California. Bruce is a former law enforcement officer, field trainer, and undercover narcotics officer with the California Bureau of Narcotic Enforcement. Mr. Anderson utilize his martial arts and law enforcement expertise in the development of personal security and self-defense training programs. He provides workplace, personal, and field staff safety and security training to senior executives, management, and employees of a vast array of private business and corporations, state, county, city government and professional organizations and associations. Mr. Anderson also trains teachers, parents and children in school districts nationwide in personal protection and safe school development. In April 2006, he joined the Occupational Health and Safety Training Department of Safety Center Incorporated where he uses his construction background to train students in mobile equipment, excavation, fall protection, Cal/OSHA-8, First Aid/CPR/AED, blood borne pathogens, defensive driving, Cal/OSHA 10/30, traffic control/flagger safety, as well as personal safety, security and emergency planning courses.

Mark Aniello – ECR, Inc.
Mark Aniello is the President and Chief Executive Officer of ECR, Inc., (Environmental Compliance and Remediation, Inc.). He is responsible for developing the vision and strategy for the company’s growth through the use of client focused initiatives. Mark has more than 20 years of experience in the fields of health and safety compliance services. He has a thorough knowledge of the Federal and California Occupational Health and Safety Administration (OSHA and Cal/OSHA) regulations and has helped a wide variety of clients including: automotive, manufacturing, telecommunications, and administrative settings. Mark has experience in conducting multimedia environmental health and safety compliance audits, loss control evaluations, and ergonomics assessments and is a Registered Environmental Assessor (REA) in the State of California under the direction of the Environmental Protection Agency, an OSHA Outreach Trainer under the US Department of Labor, and is a certified ISO 14000 Environmental Management System Lead Auditor. He is also an advisory board and safety council member for the Associated General Contractors of California. Mark graduated from Florida Institute of Technology with a BS in chemistry/marine biology, completed a three year graduate internship at University of Malaya in South East Asia, and continued his education in environmental engineering after completing coursework at the University of California, Berkeley in Hazardous Material Management.

Jerry Bach – Safety Center Incorporated
Jerry Bach, CSHM is Vice President of Safety & Health Services at Safety Center Incorporated where he oversees the development of quality training programs. He assists organizations in identifying workplace hazards, development of customized safety programs, and training in such areas as defensive driving, traffic control, forklift, and aerial lift. This will be his fourth year as a presenter at the Expo.

Tom Burke – Schetter Electric, Inc.
Tom Burke is a retired fire fighter with 27 years in the fire service. He is currently the safety Manager for Schetter Electric, a 50 year old commercial electrical company. He has seven years experience in commercial and residential construction safety with expertise in confined space, respiratory protection, and accident investigation, as well as CPR, first aid, automatic external defibrillator and blood borne pathogens.

Michael Cable is a partner in the Sacramento office of Atkinson, Andelson, Loya, Ruud & Romo. His background as an attorney embraces a broad practice of representing clients in the areas of construction and labor law. Jim Cumming – Logical Construction Concepts
Jim Cumming has been a systems consultant for the past 20 years and a consultant to the construction industry for the past 13 years. Mr. Cumming advises dozens of clients on the most efficient devices, software, and manual techniques for all phases of the construction process. He is a certified instructor for Master Builder, and teaches classes in Project Management, Estimating, Construction Accounting, and Scheduling. His background also includes 15 years as an adjunct instructor at San Joaquin Delta College in Stockton.

Richard DaRosa – Cal/OSHA Consultation Service
Richard DaRosa is currently the Area Manager for the Northern California counties for the Cal/OSHA consultation Service Program. Mr. DaRosa is responsible for the management of the professional staff who provide direct onsite safety and health assistance to employers upon their request. Previously, he was Senior Industrial Hygienist for the Consultation Service in Northern California, where he was responsible for technical assistance to the professional staff and quality assurance within the Consultation Service Program. He is a Certified Industrial Hygienist in Comprehensive practice by the American Board of Industrial Hygiene. Also, Mr. DaRosa is a Certified Asbestos Consultant for the Division and a Registered Environmental Health Specialist by the State of California.

Michael Donlon – Cal/OSHA Consultation
Mike Donlon, PE, is a senior safety engineer with 17 years of industrial, construction and electrical safety experience. He currently works in the Cal/OSHA Professional Development and Training unit where he develops training programs for Cal/OSHA engineers. He has worked in the Enforcement Unit as a Field Engineer and a Regional Senior Safety Engineer as well as for the Occupational Standards and Health Standards Board developing regulations. Before coming to Cal/OSHA, Mr. Donlon worked for the Air Force as a System Safety Engineer, Industrial Safety Engineer and a Construction Safety Manager. He has a degree in Mechanical Engineering and is a registered Professional Safety Engineer.

Dr. Kendon Dressel – Nibbi Brothers General Contractors
Dr. Kendon Dressel has a broad background in construction, safety and healthcare. He has worked as an EMT, a heavy equipment operator, member of an air-mountain rescue team and in shipping, handling and detonating explosives. Dr. Dressel’s true passion lies in the field of healthcare; he is a licensed Doctor of Chiropractic and Sports Physician. While running a worker’s compensation and sports injury practice, he had the opportunity to work on athletes ranging from the industrial, to the professional. Dr. Dressel is a strength and condition specialist, specialist in biomechanics, and worked as a qualified medical examiner.

John Duncan – California Department of Industrial Relations
John C. Duncan, for the second time in his career, has been appointed Director of the California Department of Industrial Relations (DIR).
Duncan has had a distinguished career in both state and federal service including an appointment as special assistant to former U.S. Secretary of Defense, Caspar Weinberger. He assisted the Secretary in writing “Fighting for Peace,” an autobiographical account of the Secretary’s years at the Pentagon. In 1987, he received the Secretary of Defense Award for Outstanding Public Service.
His current state government appointment – by Governor Arnold Schwarzenegger on August 9, 2007 – follows previous service to DIR that included Chief Deputy Director and then DIR Director from 1995 to 1999. From 1991, he was DIR Deputy Director of Communications.
During his first DIR tenure, he was the principal advisor to Governor Pete Wilson on labor and employment issues and was a member of his Cabinet.
As DIR Director, Duncan oversees a department with 2,700 employees and a $382 million budget. He also serves as the administrator of apprenticeship and as an Ex-Officio member of the State Compensation Insurance Fund Board of Directors.
Prior to his current appointment, he was Chair of the Public Employment Relations Board (PERB) from March 2004 and was a member of Governor Schwarzenegger’s transition team where he was charged with handling issues and personnel for the Labor and Workforce Development Agency.
Duncan has also had significant private sector experience in labor and regulatory matters. He was president of Duncan Consulting, Inc. where he designed communications strategy for corporate, legal and governmental clients and specialized in navigating labor-related regulatory issues. He was also President and COO of Magnitude Information Systems, a company specializing in software and internet solutions for preventing workplace injuries, for several years.
As part of his federal service, Duncan was an Assistant to the Secretary at the U.S. Department of Defense and Special Assistant to the Deputy Assistant Secretary of Defense for International Security Affairs, East Asia and Pacific Affairs.
He is a graduate of the University of California, Berkeley, with a Bachelor’s degree in history and of Harvard University’s John F. Kennedy School of Government with a Master’s in public administration.
Duncan is a board member of the Yosemite National Institute and California Conservation Corps. Foundation, a former President of the Industrial Relations Association of Northern California, and a former Chair of the California Employment Training Panel.

John Ford – Cal/OSHA
John ford is a Cal/OSHA Senior Safety Consultant, based in San Bernardino, California. Mr. Ford has been with Cal/OSHA since 1984 and worked on the Cal/VPP team from 1989 to 2000. He has more than 20 years experience in the safety and health field. Mr. Ford also worked for McCarthy Contractors and Jacobs Engineering Group as a Safety Engineer from 1987 to 1989 during the Cal/OSHA disengagement.

Robert Fried – Atkinson, Andelson, Loya, Ruud & Romo
Robert Fried is a partner in the Pleasanton office of Atkinson, Andelson, Loya, Ruud & Romo. Mr. Fried has represented clients before the United States Supreme Court, the California Supreme Court and other state and federal appellate courts, including many of the leading cases determining the scope and application of California public works law and such issues as extension of prevailing wage to private and off site construction, special districts and charter cities. Most recently he was amicus counsel for a coalition of industry groups in Chamber of Commerce vs. Brown (US S.Ct 2008), in which the Court invalidated a California statute that would have restricted an employer’s right to free speech in workplace during organizing campaigns when they receive state funds.
He serves as outside general counsel to construction industry associations where he regularly consults with and advises contractor and developer members. His practice ranges from representation of the employer facing a labor commissioner, DFEH, NLRB or OSHA case to class action wage and hour, and unfair business practices defense. He is active as a mediator and expert witness in employment and public works matters.
Mr. Fried was named one of 12 outstanding attorneys by the East Bay Business Times in their annual review of area attorneys and has been consistently listed as one of the top litigators in the San Francisco Bay Area (Top Lawyers in the Bay Area, Bay Area Lawyer Magazine, July/August 2006). Mr. Fried currently serves as an appointee of Governor Arnold Schwarzenegger to the Governor’s Committee on the Employment of Persons with Disabilities. He was also an appointee of Governor Pete Wilson to the Transportation Industry Panel of the Industrial Welfare Commission of the State of California. His extensive background in teaching and writing includes a key authorship role in the creation of California’s most respected publications on human resources and labor and law, published by the California Chamber of Commerce.
Mr. Fried received his BA degree, magna cum laude, from the University of California, Berkeley, and his JD degree from Santa Clara University School of Law, where he was Technical Editor of the Santa Clara Law Review. Mr. Fried manages the Northern California private sector labor employment practice for the AALRR Employer Services Practice Group.

Jim Hay – State Compensation Insurance Fund
Jim Hay is the Corporate Ergonomics and Safety Consultant in the Safety and Health Services Department of State Compensation Insurance Fund. As a Loss Control professional in the workers’ compensation insurance industry. Mr. Hay has more than 23 years of experience assisting policy holders in maintaining a safe workplace for their employees. His current duties include developing products and training for State Funds loss control personnel and employers throughout California. He was the project coordinator for the innovative back injury prevention process, State Funds Back Connection. Throughout his career he has worked with the construction industry in training and accident prevention.

Richard Heberlein – R & L and Associates
Richard Heberlein worked as a regional EHS manager for a Fortune 500 company until he started his own business in Environmental and Safety Training and Consulting. Mr. Heberlein now works with Fortune 500 companies and many smaller companies throughout California to improve their safety program and improve their OSHA compliance. He is a member of the Sacramento Builder Association and a member of the American Society of Safety Engineers.

Elizabeth Ison – Ison Law Group
In 1984, Ms. Ison graduated with honors from the University of California at Santa Barbara. She received her B.A. Degree in Communication Studies. Ms. Ison received her Law Degree from Santa Clara University in 1988. While in law school, she was the Articles Editor of the Santa Clara University Law Review and the Recipient of the American Jurisprudence Award in Remedies. In 2006, Ms. Ison received her Masters of Science (with High Honors) in Human Resource Management from Golden Gate University where she is an Adjunct Professor of Employment Law in the Masters in Business Program. Ms. Ison clerked for Natalino Agliano, Presiding Justice, State Court of Appeal, Sixth Appellate District, where she researched and drafted proposed published opinions for the court. In December 2003 she was awarded the “Outstanding Service Award” from the University of California at Davis, Extension for her “excellent teaching and service.”
Ms. Ison has been engaged in the private practice of employment law since her admission to the California State Bar in December 1988. Ms. Ison began her legal career with the law firm of Weintraub Genshlea Hardy Erich and Brown in December of 1988. In 1990, she became an associate with Weissburg and Aronson, which is now known as Foley & Lardner. In 1996, Ms. Ison opened her own practice in an effort to bring superior labor and employment law services to small-and mid-sized employers. She is admitted to the practice of law before all relevant courts. Ms. Ison defends employers in all forums, state and federal, civil and administrative with respect to employment law matters. She is a frequent lecturer and trainer on employment law topics and has published articles relating to the same in a variety of regional and national publications. Ms. Ison acts as an expert witness with respect to human resource compliance issues. Ms. Ison specializes in conducting neutral workplace investigations for the public and private sector employers.

Marilyn Klinger – Sedgwich Detert Moran & Arnold LLP
Marilyn Klinger heads the Los Angeles Construction Practices Group for Sedgwick Detert Moran & Arnold LLP, and is involved in all aspects of construction law on a state and national level. Ms. Klinger represents the full spectrum of the construction industry, from owners, contractors, subcontractors, and sureties. Barbara Materna, PhD. – California Department of Public Health
Barbara Materna, PhD., CIH is the Chief of the Occupational Health Branch, which is now located in the newly established California Department of Public Health. Dr. Materna is a Certified Industrial Hygienist with more than 25 years of occupational health experience working for the most part in state and local government public health programs. She has her PhD in Environmental Health Science from the University of California, Berkeley.

John McCoy – Lake View Professional
John McCoy brings to the Expo more than 35 years of safety experience and background. His 35 years of experience range from 30 years working with the Disney organization where he was responsible for all Disney Resort operations worldwide. Currently, Mr. McCoy is an Environmental and Safety Director for a family of residential and light commercial construction trades including MidCal Plastering and Quintessential Construction. He works daily with plastering, drywall, insulation, scaffold and paint activities. Mr. McCoy is a speaker at various development safety fairs and training as well as a charter presenter for the 2009 Annual Expo.

Ed Yarbrough is currently a CalTRANS North Region Construction Safety Coordinator. His primary job is to conduct field safety reviews of all CalTRANS Construction projects to ensure contractor compliance with Cal/OSHA Title 8 laws and also to ensure any potential Cal/OSHA Multi-Employer or tort liability is minimized for CalTRANS. Mr. Yarbrough also conducts Design Safety Reviews of projects at the 95% Design phase to ensure that projects meet all safety requirements. He conducts regular safety trainings for all construction personnel, teaching 20-30 classes per year on both general safety and traffic control.
